Clientelism has usurped moral and political legitimacy, and political and personal loyalty are rewarded more than merit. The resulting impact on economic management and quality of public services is thoroughly documented in a World Bank technical paper, A Governance Approach to Civil Service Reform in Sub-Saharan Africa (Dia 1993). Taking, for example, the important area of domestic resource mobilization in one African country, forgone revenues from customs evasion and tax avoidance by the elite amounted to about 5 percent of gross domestic product (GDP) and almost four times the total expenditures for health.
